A draft law предусматривающий changes in the procedure for formalizing labor relations was approved in the first reading at a meeting of the Legislative Chamber of the Oliy Majlis. The document, as noted during the discussion, is aimed at reducing the bureaucratic burden and simplifying procedures when hiring citizens.

The key innovation is a сокращение of the list of documents: when being employed, it is planned to require a personal identification number (PINFL). At the same time, for persons liable for military service and conscripts, the obligation to present a military ID or a certificate of registration for military service remains.

The draft also provides for отмена of the requirement to submit an extract from the electronic employment record book when being hired. In addition, documents confirmed by an electronic digital signature or biometric identification (Face ID) are proposed to be equated in legal force to documents with a handwritten signature.

In parliament, it was emphasized that the initiative is aimed at “simplifying the оформление of labor relations, eliminating excessive bureaucratic barriers, as well as reliable protection of workers’ rights”.

Currently, according to Article 124 of the Labor Code of the Republic of Uzbekistan, the following are required when being hired: a passport (ID card), and for persons under 16 — a birth certificate and a certificate of residence; an employment record book, and for part-time employees — a certificate from the main place of work; a military ID or draft registration certificate (for persons liable for military service or conscripts); a диплом or certificate authorizing performance of the work — for positions where special education is required.
