The Ministry of Energy has submitted for public discussion a draft titled “On measures to fundamentally improve the infrastructure for charging electric vehicles,” which предусматривает compensation of part of the electricity costs when charging. 

According to the draft, until December 31, 2030 it is proposed to cover from the State Budget part of the cost of 1 kWh of electricity consumed at EV charging stations, in the amount exceeding 300 soums per kWh.

“If the tariff for Group II consumers is set at 1,000 soums/kWh, the subsidy amount will be 700 soums/kWh. Based on this, the volume of expenditures covered by the State Budget is projected at 246 billion soums in 2026 (calculated for a full year), and by 2030 — 819 billion soums,” the explanatory note says.

At the same time, the document уточняет that the subsidy mechanism is предусмотрен starting May 1, 2026, therefore the actual budget expenditures in 2026 are proposed to be calculated proportionally for 8 months — about 164 billion soums.

The subsidies are not planned to be included in the aggregate income of individuals. The transfer of funds is proposed to be assigned to the tax authorities: payments will be made monthly through the Soliq mobile app to citizens’ bank cards.

It is noted that this year the coverage of part of the electricity cost will be financed from the overperformance of the revenue side of the State Budget following the second quarter, and in subsequent years the funds are planned to be закреплять in the laws on the State Budget.

As expected, the measure will have a positive economic effect in the medium term by stimulating the use of charging infrastructure, increasing the efficiency of energy resource use in the transport sector, and reducing demand for hydrocarbon fuel. The discussion of the draft will last until May 17.
