Earlier, the mother of 18-year-old Artyom Khalikov recorded a video address. In it, she claimed that Khalikov was given 7 days of administrative arrest, but that he was allegedly taken not to a place to serve the sentence, but to the Akhangaran city prosecutor’s office, where he was held. It was also reported that he was not fed and was not provided a meeting with a lawyer.
The situation was reviewed by the Authorized Representative of the Oliy Majlis for Human Rights. According to the ombudsman’s office, the situation was taken under control on the day the report was published. That same day, a supervisory inquiry was sent to the Prosecutor General’s Office of Uzbekistan. Additionally, on May 6, the ombudsman’s regional representative in Tashkent Region visited the special detention facility for receiving and holding persons subjected to administrative arrest and met with A. Khalikov.
Following the meeting, it was established that A. Khalikov was being held in the special detention facility. The conditions of detention, food, state of health, and other circumstances cited in the appeal were examined. During a personal conversation, A. Khalikov said that meals are provided in accordance with the установленном порядке, and that he has no complaints about the actions of staff or the conditions of detention.
It is noted that on May 7 the term of A. Khalikov’s administrative arrest ended, after which he was fully released from the special detention facility. On the same day, as part of a pre-investigation review of the facts being discussed on social media, he was sent to the investigative department of the Tashkent Region prosecutor’s office.
The ombudsman said that they will continue monitoring how the situation develops and promised to provide additional information based on the results.
