The Ministry of Justice of Uzbekistan registered rules for the maintenance and operation of apartment buildings (reg. No. 3824 dated 29.04.2026). The document, in particular, prohibits keeping pets in common areas — on stair landings, in attics, basements, shared kitchens, as well as on shared balconies and loggias.

According to the rules, a general technical passport is maintained for each building. Managing bodies must ensure the proper condition of load-bearing structures, surveillance cameras, and intercoms, as well as organize the procurement of necessary materials and equipment.

Requirements for sanitary maintenance are introduced: entrances, entrance corridors, and staircases must be cleaned once a week; elevator areas — also once a week, while elevator equipment must be under постоянным technical monitoring. The noise level must not exceed sanitary standards; if necessary, the managing organization carries out deratization, disinsection, and disinfection in common areas and in the adjacent territory. If, due to an аварии in the basement, water or wastewater accumulates, they must be removed within 24 hours.

A number of prohibitions are закреплен for residents: it is not allowed to install пожаропасное equipment on balconies and loggias, store heavy objects there, hang laundry and вещи on the outer part of balconies and loggias (the inner part is an exception), keep combustible materials on stair landings and under staircases, as well as perform redevelopments and changes affecting the общие parameters of heat supply and elements of the heating system related to common property. It is separately stipulated that parking is prohibited on lawns, alleys, playgrounds, sidewalks, and in front of entrance doors.

On facades and in common areas, it is permitted to place architectural details, advertising, posters, and notices — by decision of the general meeting of owners. On adjacent plots, areas should be provided for children's games, adults' recreation, физкультурой activities, household waste collection, and walking dogs and other pets, as well as places for storing bicycles, scooters, and strollers; the territory must be благоустроена and lit. In addition, it is prohibited to arbitrarily reduce landscaped areas, transplant or cut down trees and shrubs without permission, litter the plot with waste, damage green spaces, and use green zones and площадки as parking.
