The Government of Uzbekistan, by Resolution No. 224 dated May 5, 2026, approved the regulation “On the procedure for registering citizens of the Republic of Uzbekistan at their place of residence and place of temporary stay, as well as deregistration.”
The authorized bodies in this area are the migration and personalization units of internal affairs bodies. Registration at the place of residence and temporary stay will be carried out with the mandatory participation of both the property owner and the citizen, and their consent must be confirmed through the Face-ID or Mobile-ID systems.
It is separately stipulated that an owner who possesses multiple houses or apartments may be registered at their place of residence at only one address. Minor citizens under 18 are subject to registration at the registered address of their parents, one of the parents, or a guardian.
After moving, a citizen must register at the new place of residence or temporary stay within 10 working days. The housing owner, in turn, must notify the authorized bodies about the registration of the resident.
An application can be submitted through migration units, public service centers, “smart” migration points, and also online — via the Unified Portal of Interactive Public Services (EPIGU) or the “E-xabar” system.
The regulation also provides that in certain territories the right to freedom of movement and choice of place of residence may be restricted — including in border zones, closed military towns, closed administrative territories, as well as in areas under a state of emergency or mobilization.
